XP install stuck

It's been awhile since I installed XP, but it doesn't seem to go as I
remember.

I can get it to boot from the CD, format the hard drive, and then copy the
setup files, but after the reboot, it wants to format the hard drive again.
It's as if the setup is not going to the next step. The machine is a P4 HP
553x with a new clean install of XP Pro sp2.

any ideas? or questions?
