Hard drive died. Installed new seagate drive. Trying to install xp prof.
Setup sees hard drive. I can format and setup copies files to it. However
on reboot, I can only boot from cdrom, not hard drive.

Sounds like you need to check your
Boot Sequence in the BIOS Settings -
I like to set it up something like this:
1. Floppy Drive
2. CDROM Drive
3. Hard Drive
Your system may not have a floppy drive -
The cdrom drive option may be more specific
like ATAPI CDROM or even specify the exact cdrom drive
The hard drive option may be more specific
like HDD-0 or even specify the exact hard drive
Once you have the boot sequence set correctly,
Save the changes and exit and try going through
the clean install again
If that is a SATA hard drive you may have to press
F6 after booting from the XP CD and supply the
SATA driver from the floppy disk that was provided
