XP/IE6 legitimate pop-up wnidow problems

Having trouble with legitimate logon pop-up windows for banking sites failing to open. Usually open OK after initial logon to XP but subsequent attempts fail to open. No indication from system of any error or reason for failure. Pop-up just doesn't open. It used to work OK. XP and IE6 are up to date with patches. Initially using MS Java but installed Sun Java to see if this was the problem. No joy. Also installed Mozilla to test it but this had exactly the same problem. Anti-virus and various malware programs ran clean. Only using XP firewall. Cleared cookies, temp files, etc but no joy. Checked registry but all seems OK as far as I can tell. Cannot remember any changes that may have caused this. The PC is a P4 with 1GB RAM so it is not a slouch. Another PC on the LAN works OK. Any ideas would be greatly appreciated!
 
If you are running SP2 and/or any other pop-up stoppers, change the settings
to allow you to open them once contained.
 
Is Scripting enabed?
Tools > Internet Options > Security > Custom Level > Check "Enable" under
"Active Scripting

If you have installed the recent hot fix 870669 this may result. That
was to prevent a very nasty infestation that could attach to web sites
and if you went there downloaded a key-logger to report to a site in
Russia if you then connected to sites like Banks. (eg the Fox News
site appears to have had an infection in the past couple of days). So
it prevents scripts running in the standard Internet Zone, so you do not
get infected. First get anti-parasite programs (eg as linked from
www.aumha.org/a/parasite.htm ) and make sure you have not caught such a
logger, then at Control Panel - Internet Options - Security, select
Trusted Zone, click Sites and add your Bank one to the list
