XP Home upgrade from Win ME Japanese version

My family has a laptop with the Japanese version of ME loaded. We would like
to upgrade it to XP Home. After buying and attempting to use the XP Home
upgrade, I find that Setup will refuse to upgrade across language versions.

Any advice on how to work around this problem?

One cannot upgrade from one language version to another.
You'll need to purchase a "Full English Version" of
Windows XP and perform a "Clean Install".

Otherwise, you'll need to purchase a "Japanese Upgrade Version"
of Windows XP and upgrade your existing Japanese ME
installation to Japanese Windows XP.

A*much* cheaper choice would be to buy a used copy of Windows 98, and use
its CD as a qualifying previous version for doing a clean installation with
the Upgrade version he has already bought.
