XP Home- task manager does not run

A client has a Windows Xp home system and the task manager
will not open and using ctrl-alt-delete does nothing
either.
You get the hour glass for a few seconds and then nothing.
I removed the klez virus using Symantec's tool, installed,
updated and ran Norton 2003 but did not find any other
viruses.
Is there perhaps another one that Norton couldn't detect?
