XP Home stuck in a loop

running on an Antec computer, windows keeps coming to the screen that allows
you to choose "start in safe mode" etc. have tried powering down, unplugging
and every option on that screen. i have tried control alt delete. it keeps
coming back to the same screen.

If you can't access Windows in 'normal' mode from any of those options, then
you will have to try a 'Repair' install of XP. However that option may
depend on which kind of XP CD you have. Please see the following article by
