XP Home - specified domain does not exist

I have just set up a new pc and installed windows xp - home edition. I'm
unable to log on as either administrator or user, normal or safe mode and
receive an error message:
The specified domain either does not exist or could not be contacted.
This is a stand alone machine (not even connected to the internet yet).
This message in the knowledge base appears "when you attempt to join a
Microsoft Windows 2000-based client to a Microsoft Windows NT 4.0-based or
Windows 2000-based domain." However, this doesn't apply here. Is the
suggested solution still relevant or is something else required?

In another post with a similer problem, on suggestion is :

When you are at the logon box, there should be a dropdown box listing
the domain name. If not, click the button that says Options (IIRC)
and then it should display that box. If click the down arrow on the
list box, you should see both the non-existant domain name and a name
of the local computer. You can logon to the local computer using the
default Adminstrator account and whatever password you assigned.

However, there is no dropdown box, or button that says Options (IIRC).
