XP Home SP2

I have an OEM version of XP Home Ed.

I've gone to the MS download page and tried to download SP2, but when it
finishes and I restart, I look under MyComputer/Properties and it still
displays SP1.
There is no installation icon in the lower right.

How can I get SP2?

What do you mean by 'the MS download page'?
Do you mean the Windows Update site?
 
Download and install are two different things.
If you are downloading the Network Installation, there will not be an icon
in the lower right.
All you will have is the icon for SP-2 wherever you chose to download it.
Double click the icon and follow the prompts to install SP-2.
