XP Home SP1 Opens Directory on Login

XP Home SP1 opens C:\Program Files\Windows on the desktop with every logon
of any user.

How do I stop this. It's clear it's in the registry somewhere.

Try going to folder options and make sure restore previous folder windows at
logon is not checked.
