XP Home re-install fails; media is write protected

I've had to do a repair installation of my Home edition, on partition 1. I
have a Professional version on partion 2. Pro runs just fine, the selection
menu works.

My re-install of Home went smoothly at first; it properly detected the
c:\windows installation for repair. Product key was confirmed, etc. Install
copied many files, then shutdown for restart. Restarted, menu changed to Home
as the default. Blue screen and mouse pointer apper for a couple seconds,
little hourglass, then fail message
Security accounts Manager something something error code 0xC0000189; the
volume is write protected. Tried the Recovery Console registry Repair
procedure; no joy.

I have 2 partitions on my drive; c: and d: and both run XP. The c: drive
(which is NTFS) will allow me to read/write/change attibutes etc. when I'm in
a session on the d: partiton. Downloaded "WriteProt" which showed both
partitions as read/write.
