XP Home edition cannot start windows

Hi, on friday night i turned off my computer. Since i was leaving for the
weekend i turned off the power bar too. When i came back sunday evening and
turned off my computer i get this black screen that says SIMILAR to this:

sorry for the inconvenience windows cannot load because some program or file
may have been modified. This message is showing up to protect your folders
and files.

If you lost power while u were rebooting the computer please choose "start
windows with last known working settings"

(then i get 4 or 5 choices)
safe mode
safe mode with networking
safe mode with _________
last known working settings
start windows normally.................................(any of the safe
modes if i choose them then some commands start coming up and the screen
scrolls down and its saying something like partitioning drive , followed by
the folder and file name)

if i "choose last known" or "start windows normally" the screen comes up
saying "windows is starting..." just like it would normally...but right after
goes back to same black screen with white lettering. i cannot start windows.
im stuck at this ms-dos looking page.
 
Try a Repair Install:

Do a Repair Install, which will keep your programs and data files, but will repair Windows
XP. The downside is that you will have to reinstall any Windows XP Updates that you've
already installed. But that's only a small annoyance if a Repair Install fixes the
damage, and you can avoid having to do a clean install.

Choose Safe mode - Command Prompt only.
If that will not boot then that 'partitioning drive' suggests things
have got into a secondary stage of a setup, and a clean new install will
be the only course.

If you can get that booted, give the command
C:\Windows\system32\restore\rstrui.exe

which should bring up the System Restore window; and you can Restore to
previous time' to go to a point made a couple of days back
