XP Home doesn't save settings on exit

Hi

After a re-install (format and complete re-install) XP
Home does not save any settings when I exit, for example;

o folder options (remember settings [x] in Folder
Options)
o desktop settings (Language Bar shown on taskbar and re-
appears after each logon)
o Outlook 2K 'default account' (always defaults to the
top in the list)
o Other more minor ones.

I was wondering if there is a 'save settings on exit' box
to tick (I looked - I can't find one)
or
is something like the registry not accepting per-user
settings .?
