xp home disk defragmenter not opening

I went into windows inf to look for the dfrg.inf file and only found
a dfrg file and a drfg.pnf file, no dfrg.inf . So I right clicked on it and
hit install. Still won't open.The disk defragmenter window opens and says,
Navigation to the webpage was canceled. Whats that all about??
Tried looking for it on the xp disk But can't find anything.
Any ideas out there?

Danny, if you are just looking for the Defragmenter, Open MyComputer
and rt click the Drive Icon you want to defrag. Then select
Properties>Tools>Defragment Now.
