XP home computer constantly reboots;won`t start windows. Advice Please Thanks

I turned off the computer when a circuit breaker failed.
Turned back on and it continuously reboots; won`t start windows.
F8 and selected last known restore pt; same problem.
Selected Safe mode; still reboots.
HELP!

Comments.
Funny, last time I had a power failure and the APS closed down the
computer, I booted to windows ok but everything was labeled in symbols.
Finally had to use the Sony restore cd. that formats and installs
windows from scratch.

Ever since,I have had some odd happenings not experienced before.
Problems with Agent,and a few other programs.
The D partition has all the installed programs but I still had to
install a few again. I did not have to reininstall Agent.
If I use a windows home xp full install CD, I wonder if it is possible
to reinstall windows (repair)?

tap f1 or such to get into the bios and see if your
computer is trying to boot from the hard drive. get a
uninteruptible power supply (60 bucks). and the home
version may want to do a reinstall and not a simple "please
save my files" repair. xp pro has the full repair feature.
and when you can get back in do a check disc for errors
on the hard disc.
