Continuous reboot Help THANKS

I turned off the computer when a circuit breaker failed.
Turned on and it continuously reboots.
F8 and selected last known restore pt; same problem.
Selected Safe mode; still reboots.
HELP!

Funny, last time I had a power failure and the APS closed down the
computer, I booted to windows ok but everything was labeled in symbols.
Finally had to use the Sony restore cd.
Comments.
Ever since,I have had some odd happenings not experienced before.
Problems with Agent,and a few other programs.
The D partition has all the installed programs but I still had to
install a few again. I did not have to install Agent.

I had the same problem after an inadvertant switch off at the mains. Continuous reboot...LKGC doesn't work. By F8ing managed to get to safe mode with command prompt and did a system restore. Everything was ok for a while but every so often when it boots to Windows....SYMBOLS!! System Restored again etc etc etc Happens too regularly for my liking.
I wish someone could tell me what CAUSES eveything to be laballed in symbols.
