XP Home and QoS

I have been having problems with my home PC running XP
Home edition. It was VERY slow to boot up, and when it
did, the taskbar and start menu were gone (not just
hidden). I tracked the problem down to the QoS RSVP
program and disabled it via administrative tools, and the
computer works great again, except I can't get on the
interent. If I enable the QoS RSVP, I can get on the
net, but after the next reboot, I am back to missing the
taskbar and start menu. Any suggestions are greatly
appreciated.

Unbind / remove the QOS service from the network adapter should do the
trick.

By default QOS RSVP is not enabled as a service. Stop the service (through
the services snap in) and change the start up settings to be manual
vs.automatic.
