Upon receiving my new computer with Win XP Home
installed, I was able to connect to the internet at
approx. 46K. I tried to use the Network Setup Wizard to
setup my home network and this did not work so I set
everything up manually and my network works fine. The
problem is that now I can only connect to the internet at
26.4K. I have diabled both ICS and the firewall and this
did not help. I am wondering whether QOS has anything to
do with this problem. I am unable to diable this in my
dial up networking properties.

Anyone have any ideas??

QoS has nothing to do with dial-up connection speeds. Here's what it
does:

Windows XP Quality of Service (QoS) Enhancements and Behavior

What settings did you make manually? Did you configure anything
specifically for the modem? Those are the only settings that should
affect connection speeds.

It might help to go to Device Manager, remove the modem, reboot, and
let Win XP Home detect and re-install the modem..
