XP Help and Support NOT FUNCTIONAL

My XP "Help & Support" function does not work. The first time I tried it, it
came up, but hung. Now, It doesn't even appear.

Also, "Start/Programs/Accessories/System Tools/System Information" is also
dead to the world. That never shows its face either.

www.Microsoft.com is no help either.

Does anybody know whats going on, and is this a common problem?
