XP freezes on start up after upgrade from 98SE

I just installed the xp upgrade. The install shuts down the computer and on restart my machine freezes. I reset the computer and cancel the install during the booy up. I've checked my hardware (well within specs), turned off Norton, but nothing works. Thank goodness that I can get 98SE to run.

How do I get this xp to work
