XP File permissions

I run XP pro SP3 etc I am the sole user of this machine with another machine
hooked via a home network.
I am having a hell of a time. I recently re formatted my C partition and
"Fiddled" with file permissions, it is all a mess now.
I have problems trying to change registry settings, they change back etc. I
have problems with new program installs etc.
Simple file sharing is NOT on.
I would very much appreciate some advice which will get rid of the NTFS file
permission nighmare.

Reboot after Step 5, then stop "fiddling around" with stuff. <w>

Dial-a-fix 0.60.0.24 336 KB (Freeware)

Click the "Tools" button at the bottom that looks like a hammer
and select "Repair permissions" then press the "Go" button.
