Windows XP XP Explorer help file not opening

Updated from Win 2000 Prof. to XP Prof. SP2 and then to SP3. For either SPx, Windows Explorer 'Help/Help and Support Center' will not open. Other items under Help: 'Is this copy of Windows legal?' and 'About Windows' operate correctly. How can this be rectified?
System information: Pentium 4 1.5GHz, 1.5GB memory, F-Secure protection software, Firefox browser.
 
.net framework will not install:says the feature you are trying to use is on a network resource that is unavailable------------verify that the source exist and that you can access it-having this problem for months thanks bill
