XP clients cant connect to W2K server printer

Installation Failed
You do not have enough privilege to complete the printer
installation on the local machine.

This only happens from XP clients trying to connect to
Windows 2000 print server queues. It does not happen on
all print queues on the server (about half). Making the
user a power user does not help. We have no group policy
defined. If administrator connects to printer first, the
user can then use the printer. If add printer wizard is
used instead of through browser the error is: A policy is
in effect on this computer which prevents you from
connecting to this print queue. Again, we have no
policies defined on the client or server.

Any assistance appreciated
