XP-Circular reboot

Chronology: Modem not recognized. Used restore disks [hp
98se]repair option, attempted XP-Home repair. Computer
boots as far as the XP-Windows splash screen, then
reboots. System boot sequence same to Safe Mode or normal
mode.
Master boot record rebuilt.
Any suggestions.

I have seen and replaced a modem that has caused a windows xp pc to do this.
Try pulling out the modem and see if that helps.

When you say "attempted repair", did the repair complete sucessfully,
reboot, and then start this rebooting sequence?

The repair copied files without error. No apparent errors.
I have also recovered to last known good settings without
correcting problem.

By default, Windows XP is configured to deal with a system failure by rebooting and in doing so, should repair the failure. But, in some cases, the system failure is serious enough to cause a continuous reboot loop. Can you try to recovery using the restore disc again?
