Reboot at login

Syptoms:

Normal boot: After the Windows XP Splash screen is done doing it's
thing (screen with the moving bar beneath the WinXP title) Xp normally
goes to the login page listing all users and thier icons (In my case
two users). Now it reboots every time the splash screen is done and
the system tries to open the login page.

Safe mode: It gives me the login page complete with the administrator
icon as expected and I can login.

Safe mode with networking: Same behavior as normal boot.

Boot from CD and attempt to start windows Recovery Console....I get
prompted to hit enter, I do, the system reboots instead of loading
windows.

Utilizing msconfig I've tried starting up in selective mode with "Load
Startup Items" deselected, and I have tried starting in diagnostic
mode. No change in behavior.

Full virus scan produces no viruses or spyware. LSPFIX shows the
required and only the required .dll's

Linksys wireless.
Windows XP pro sp2
Amd 64 3200+ 2.0 ghz
2x 512 Dual channel Ram

Any suggestions?

You can simply try this:
Login in safe mode with administrator account.
Click Start - Run and type "Control Userpasswords" without quotes - Click
Change the way users log on or off - Uncheck Use the Welcome Screen - Click
Apply Options. Then when you reboot in normal mode you will see a login
dialog simply type your username and password (if any) press enter
