Doesnt load login screen

Each time i start my PC, i get normal black windows xp loading screen. Then
instead of loading login screen i get blue screen with an XP logo in the
middle of it, mouse can still be moved around screen but nothing happens.
This even happens when im trying to boot into safe mode.

Any ideas, before i re-install Xp???

What's the history of the problem? What changes were made to the system
right before this happened?

These symptoms generally mean that some driver is failing to load. Since it
happens with both Normal and Safe Modes, it is most likely a failure at the
hardware level, but it can conceivably be drivers or Registry corruption.
Disconnecting the hardware or changing BIOS configuration may be called for.
When you try to start in Safe Mode, what does the last line read when it
stalls? Have you tried loading with "Last known good configuration"?
