XP changes GUI language

Hello All,

I have a problem with XP, i have french XP pro installed on a Laptop
if i log in to the locale computer everything is the way is suppose to
be(French start menu; mmc and so on) but if i log to the domain the
GUI changes from french to english(english start menu; mmc and
everything else); can anyone help???

FYI, the vendor used the MUI pack and i was able to fix it via Regional settings.
