XP Boots to blank desktop

A friend's XP PC boots up with a blank desktop, even mouse isn't visable.
Safe Mode, all other boot options do the same. I can start programs via Task
Manager, so the Dispaly is OK. Any chance Explorer.exe has been corrupted?
