XP Auto Turn On

I am using an XP computer as a file server and storage for backup files of
my normal desktop computers. However, when the house loses power and the
file server shuts down, I have to manually go and start it up. Can XP be
configured to automatically boot up when the power comes back on? The
motherboard and power supply are ATX.

Check BIOS settings; there may be an option to restart the system
automatically - as there is here on an ASUS motherboard.
 
Check the BIOS under the Power tab for a setting "After power failure" or similar. However, if you are using the XP machine solely for backups you may want to invest in a UPS (Universal Power Supply) which will go into a Soft Power Shutdown once/if the battery gets low. This will help keep you from data loss/corruption when there's a power loss.
