XP and Internet Explorer

I have a problem using Internet Explorer When I open it the pages
will not load and just say Cannot Connect to Server. I know there are
not internet connection problems because I can use Mozilla as a
browser and I can connect with other applications too. I tried to
reinstall Explorer like the Microsoft site says but once the
installation process starts a box pops up saying that the software
cannot be verified by Microsoft. Can someone help me?

Check that the cryptographic service is running, go to Start > Run and
type 'services.msc' (without the quotation marks) press enter.

In the list of services that appear look for cryptographic services,
see if it is set to automatic, if it is disabled, right click on it,
choose properties and choose automatic start.
