I have now discovered that the problem is caused by the fix for IPSEC NAT-T
and WXP SP2 Kb885407. As soon as this registry key is installed and the
laptop restarted the network connection is lost and the firewall will not
start. The firewall cannot be started manually, ipconfig is not recognized
and it is not possible to ping the network. The only way to recover from
this is to run a WXP SP2 repair. However, we have had one machine that
appeared to be working (firewall, network, ipconfig and VPN) after the
repair but then it suddenly lost the network connection again. I then
deleted the registry key for VPN connections and repaired the OS which then
allowed the firewall to start and network connectivity but this means that
connectivity on our VPN will not work. We have installed SP2 to all our
desktop PC's with the same VPN registry key without experiencing this
problem so I am beginning to think there might be some kind of conflict with
Toshiba's drivers.

Thanks for your post.
I understand that you have Windows XP operation system which is from the
original manufacturers on Toshiba laptops and installed the SP2 from an
official MS CD. Now the issue is that the firewall service cannot start
automatically on startup.
First, please help me confirm the following questions so that I can
isolate
the issue and perform further research on it:
1. You mentioned that the reason is that IP stack does not load so the
OS
cannot brose the network. Is this error information? If so, please
help
me collect the screen shot of the error information and send to me at
(e-mail address removed).
To take a screen shot
---------------------
a. Press the Pr Scrn key once on the keyboard when the error message
appears.
b. Click Start, go to Run, enter MSPAINT in the open dialog box, and
then
Click OK.
c. Use Ctrl + V to paste the screenshot to the canvas.
d. From the File menu, go to Save and save it as a JPG file.
e. Send the JPG file to me as an attachment.
2. Do all Toshiba laptops with SP2 have the same issue?
3. After starting the operation system and go to Start-> Run-> enter
"services.msc", can you start Windows Firewall/Internet Connection Sharing
(ICS) service manually? If not, is there any error information? If so,
same to catch a screen shot and send to me.
4. Go to Start-> Run-> enter "eventvwr" and check if there are some
event
logs related this and post here.
Second, you have tried the KB892199 but no success. I would give my
suggestions on this issue:
1. I found another related KB as following and you can refer to it:

2. Based on my experience, the issue also can be caused by a winsock
corruption. Therefore, I suggest perform a winsock reset.
a. Go to the command prompt and then type the command "Netsh winsock
reset"\
Got a message saying that to complete the reset Restart your computer
restart the computer and then reinstall tcpip
b. Go to Folder options and to tab named view
c. Choose the options to show hidden files and folders
d. Apply the settings and the open the network connection window
e. And right click on the network connection and then try to install
Tcp/ip
from there
f. Restarted the computer and check the issue.

No the Toshiba does not have any other firewall
