WXP SP2 Firewall not started

Tim Brown

We are currently cutting a new image for Toshiba laptops with WXP SP2. The
image came from the original manufacturers cut and we installed the SP2 from
an official MS CD. The problem we have is that the firewall service does
not start on startup and therefore the IP stack does not load so the OS
cannot browse the network.

I have tried several 'so called' fixes none of which has been successful
including KB892199. We have installed SP2 on all our desktop PC's and have
not experienced this problem.

Any ideas

I understand that you have Windows XP operation system which is from the
original manufacturers on Toshiba laptops and installed the SP2 from an

First, please help me confirm the following questions so that I can isolate
the issue and perform further research on it:

1. You mentioned that the reason is that IP stack does not load so the OS
cannot brose the network. Is this error information? If so, please help
me collect the screen shot of the error information and send to me at
(e-mail address removed).

To take a screen shot
---------------------
a. Press the Pr Scrn key once on the keyboard when the error message
appears.
b. Click Start, go to Run, enter MSPAINT in the open dialog box, and then
Click OK.
c. Use Ctrl + V to paste the screenshot to the canvas.
d. From the File menu, go to Save and save it as a JPG file.
e. Send the JPG file to me as an attachment.

2. Do all Toshiba laptops with SP2 have the same issue?

3. After starting the operation system and go to Start-> Run-> enter
"services.msc", can you start Windows Firewall/Internet Connection Sharing
(ICS) service manually? If not, is there any error information? If so,
same to catch a screen shot and send to me.

4. Go to Start-> Run-> enter "eventvwr" and check if there are some event
logs related this and post here.

Second, you have tried the KB892199 but no success. I would give my
suggestions on this issue:
1. I found another related KB as following and you can refer to it:

892504 The Windows Firewall service in Windows XP Service Pack 2, in
Windows XP
http://support.microsoft.com/?id=892504

2. Based on my experience, the issue also can be caused by a winsock
corruption. Therefore, I suggest perform a winsock reset.

a. Go to the command prompt and then type the command "Netsh winsock reset"\
Got a message saying that to complete the reset Restart your computer
restart the computer and then reinstall tcpip
b. Go to Folder options and to tab named view
c. Choose the options to show hidden files and folders
d. Apply the settings and the open the network connection window
e. And right click on the network connection and then try to install Tcp/ip
from there
f. Restarted the computer and check the issue.

I have now discovered that the problem is caused by the fix for IPSEC NAT-T
and WXP SP2 Kb885407. As soon as this registry key is installed and the
laptop restarted the network connection is lost and the firewall will not
start. The firewall cannot be started manually, ipconfig is not recognized
and it is not possible to ping the network. The only way to recover from
this is to run a WXP SP2 repair. However, we have had one machine that
appeared to be working (firewall, network, ipconfig and VPN) after the
repair but then it suddenly lost the network connection again. I then
deleted the registry key for VPN connections and repaired the OS which then
allowed the firewall to start and network connectivity but this means that
connectivity on our VPN will not work. We have installed SP2 to all our
desktop PC's with the same VPN registry key without experiencing this
problem so I am beginning to think there might be some kind of conflict with
Toshiba's drivers.

What do you think?

Are you using Sysprep on your machine from which you build the image?
Sometimes, if you don't Sysprep it, you can end up with networking problems.
Just something to try.

Hello,

Thanks for your update.

First, I agree with you that the issue maybe caused by the Toshiba's
drivers. Therefore, you can uninstall the drives and reinstall them to
check the issue again.

Second, I want to know if you have tried my previous suggestions.
Especially resetting the winsock steps.

Third, you also can try to use clean boot to check if the issue is caused
by some other third party applications or services as following:

Please follow this suggestion to narrow down this problem:

1. Click Start, click Run, and then in the Open box, type "MSCONFIG"
(without the quotation marks). Click OK.

2. In the System Configuration Utility (MSConfig) window, click to select
the Selective Startup button.

3. Click to clear the check mark from the "Load startup items" below
Selective Startup.

4. Click the Services tab, click to check the "Hide All Microsoft Services"
box, and remove all the check marks from the remained Non-Microsoft
Services. *note that please make sure that you do not uncheck the Microsoft
services.

5. Click OK to close the MSConfig window. Click Yes when you are asked to
restart your computer in order to enable the changes.

6. After restarting, please check whether this issue will reoccur.

If this issue does NOT reoccur following the Selective Startup, please
continue these steps to find the exact cause:

1. Click Start, click Run, in the Open box type "MSCONFIG" (without the
quotation marks), and click OK.

2. In the System Configuration Utility (MSConfig) window, click the Startup
tab or the Services tab.

3. Add one check mark at a time to the entries under the Startup tab or the
Services tab, and then restart each time to see if the additional entry
reproduces the original problem.

At last, if the issue only occurs on the OEM Windows XP installation
version, you can also consult the issue with Toshiba to see if they have
encountered the similar issue before.

I think I have found the resolution to the problem. It would appear that I
have installed more than I need to into the registry instead of just the
AssumeUDP value which allows a VPN connection in WXP SP2. Whoops! You can
now close this call.

2. In the System Configuration Utility (MSConfig) window, click to select
the Selective Startup button.

3. Click to clear the check mark from the "Load startup items" below
Selective Startup.

4. Click the Services tab, click to check the "Hide All Microsoft
Services"
box, and remove all the check marks from the remained Non-Microsoft
Services. *note that please make sure that you do not uncheck the
Microsoft
services.

5. Click OK to close the MSConfig window. Click Yes when you are asked to
restart your computer in order to enable the changes.

6. After restarting, please check whether this issue will reoccur.

If this issue does NOT reoccur following the Selective Startup, please
continue these steps to find the exact cause:

1. Click Start, click Run, in the Open box type "MSCONFIG" (without the
quotation marks), and click OK.

2. In the System Configuration Utility (MSConfig) window, click the
Startup
tab or the Services tab.

3. Add one check mark at a time to the entries under the Startup tab or
the
Services tab, and then restart each time to see if the additional entry
reproduces the original problem.

At last, if the issue only occurs on the OEM Windows XP installation
version, you can also consult the issue with Toshiba to see if they have
encountered the similar issue before.

I have now discovered that the problem is caused by the fix for IPSEC NAT-T
and WXP SP2 Kb885407. As soon as this registry key is installed and the
laptop restarted the network connection is lost and the firewall will not
start. The firewall cannot be started manually, ipconfig is not recognized
and it is not possible to ping the network. The only way to recover from
this is to run a WXP SP2 repair. However, we have had one machine that
appeared to be working (firewall, network, ipconfig and VPN) after the
repair but then it suddenly lost the network connection again. I then
deleted the registry key for VPN connections and repaired the OS which then
allowed the firewall to start and network connectivity but this means that
connectivity on our VPN will not work. We have installed SP2 to all our
desktop PC's with the same VPN registry key without experiencing this
problem so I am beginning to think there might be some kind of conflict with
Toshiba's drivers.

Second, you have tried the KB892199 but no success. I would give my
suggestions on this issue:
1. I found another related KB as following and you can refer to it:

2. Based on my experience, the issue also can be caused by a winsock
corruption. Therefore, I suggest perform a winsock reset.

a. Go to the command prompt and then type the command "Netsh winsock
reset"\
Got a message saying that to complete the reset Restart your computer
restart the computer and then reinstall tcpip
b. Go to Folder options and to tab named view
c. Choose the options to show hidden files and folders
d. Apply the settings and the open the network connection window
e. And right click on the network connection and then try to install
Tcp/ip
from there
f. Restarted the computer and check the issue.

I think I have found the resolution to the problem. It would appear that I
have installed more than I need to into the registry instead of just the
AssumeUDP value which allows a VPN connection in WXP SP2. Whoops! You can
now close this call.
