WTSAPI32.dll cannot be found

Hi, My relatively new Dell Dimension PC running on Vista Home Premium had a
major failure tonight with the internet browser open. The wireless network
connection failed (there's nothing wrong with the network itself as our other
laptops can work on it) and a message appeared saying that the computer
cannot find file WTSAPI32.dll. This means that the PC does not boot up
correctly or shut down properly and I can't get online on the PC. The system
restore option doesn't work because I can't shut down the PC in the normal
fashion. Please advise me how to fix this or to restore the missing file.
Many thanks. I have McAfee Security with automatic updates installed, so I
would be surprised it was a virus.

Apologies, Del, for not replying earlier. I never got a reply from Microsoft
but a techie over the phone got it sorted for me a day or two later. I think
we managed to reboot through F8 or F10 and do a restore that way.
