Writing to CD but Not Enough Space?

I am trying to write 601MB of data to a CD with 700MB
capacity. It tells me:

"Cannot complete the CD Writing wizard. There is 595MB
free space and 601MB to be written."

I have tried four separate brand-new, blank CDs. I know
the file isn't too big; in Windows Explorer, it says the
file is 616,000 KB. It's an ISO image file.
 
You can't use Windows XP's burning software to burn an ISO. you need to use
something like Nero to do it.

Do not try to write an iso image as a file. It needs to be burned as a
complete entity, it includes all the file system and so forth. For
which you need one of the third party programs - if for just this,
IsoRecorder from http://isorecorder.alexfeinman.com/isorecorder.htm
