You either add the text in a image application or set the images as a cell background image. Best to
add the text to the image in a image/graphic application.

You can but you may not want to... for quality sake. Select the image in
design view, then from the 'pictures' toolbar (view | toolbars | pictures)
you can select the text tool and write text over the image. FrontPage will
prompt you that it must convert the graphic to .gif format to do this--which
you might not want to do. It is better to create your graphics with text in
an imaging program, then compress the graphic before importing or saving to
your web.
