Writing Photos to CD

When I try to write my photos to CD, all seems to go well until the very end. The CD is ejected, then I get an error: "Cannot remove folder (filename): It is being used by another person or program . . .", though it is not. Then when I open the CD it shows "Files ready to be written to the CD". It shows the folder names, but when opening, there is nothing there. I can't delete the temporary files, and nothing gets written to the CD. Any help will be greatly appreciated
