How do you change a word 2003 document to PDF?

You will need to purchase Adobe Acrobat or a clone; there are some free (or
cheap) ones available online. CutePDF, Go2PDF, and PDF995 are sometimes
recommended.

Reader is exactly that!
To create PDF's you need the Full version:
http://www.adobe.com/products/acrobatpro/?promoid=BONRX

or one of the Utils that Suzanne provided.
