I have a scanned document in word but I can not do anything in it. Is there any way to edit my scanned document with the word's tools?

A scanned document is merely a graphic.
If you have Word 2002/3 there is a rudimentary OCR software application
included called Microsoft Document Imaging, which you could use to convert
the image to text, but you will probably need third party OCR software to do
anything useful with the document.
