When installing windows I used to get to make a choice of weather this
computer was in a work setting or a home setting and I think there was a
third option but when installing now I don't have to make those choices any
more, why is that? (I erased my hard drive and started from scratch a few
times)

You can get to this setting in the Network and Sharing Center (you can access
that through Control Panel).

Once in the Network and Sharing Center you'll see the Network listed - and
there'll be a link that says "Customize". Click on it and you can select the
type of network (Public or Private) - there's also a link there to help you
decide about the new settings.
