Word will not retain default language

Word always starts with Welsh as the default language, despite me asking it
to be English UK, and having the language and keyboard designated English UK.
If I change the default language in a document it always returns to Welsh
and will not retain the English UK language.
The Microsoft Help suggests I change the keyboard properties tab Input
Locales, but such a tab does not exist on my keyboard properties dialog box.
How can I remove the Welsh language so it cannot be the default language.
