Is it possible to lock a word document so changes can't be made
the document is currently lock and comes up read only but it is still
possible to make change by cutting and pasting from the original .

Can a document be made totally tamper proof
 
No, it is not possible.

If someone can see your document on the screen, they can copy it and alter
it. The only question is how difficult you can make it (and the answer is
"not very").

The PDF format used to be considered more secure than most, but now there's
commonly available software to convert PDF to editable Word format.

If you have Word 2003, you can look into using IRM -- look in the Help for
the topic "About Information Rights Management" -- but that's probably more
trouble than it's worth unless you have your own IRM server.
