Word file open as "Final Showing Markup", no others do, why??

When I open a word file, everything is normal. With this one that I get from
someone every month, it opens at "Final showing markup" with all the
highlights and crossouts and garbage everywhere. I have to reset it to
"Final" to view as normal. Even if i make a change to it, save it, and
reopen it, it still opens with the markup showing. Whats causing this and
why doesnt it open as Final instead of with Markup?

If you don't want the markup in the document, then you need to accept all
the changes and delete all the comments. See
