Word 2007 file format default resetting

I have selected Word 97-2003 (*.doc) format as the default to save Word
documents in so that others who don't have 2007 can open them. This
preference keeps resetting to .docx format. I just changed it yesterday on
several user's computers and they have reset back to .docx today. How do I
keep this from happening?
