Go up into the toolbar section (grey area where the toolbars usually are)
and do a "right-click". You should see a list of toolbars available for you
to turn on and off. If they have a check mark next to them they are on, if
there is no check mark next to them they are off. The two most common are
the "Standard" and "Formatting" toolbars. Make sure that you have these
checked.
Does this help? You may need to try different toolbars to find the one you
want. And don't be fooled if you think a toolbar isn't up, always check the
bottom and sides of your screen where toolbars (like drawing) usually hide.
