Some of my toolbay buttons are not working. The user is a local administrator
and I have deleted "toolbars" in the registry.

Is it possible that the user has a document that is protected? Or does this
apply to all documents? If it applies to all documents, which buttons on the
toolbars don't work?

This is happening when there aren't any documents. The buttons that are
affected are Save, New, and Open.

Have you activated the application (Help menu) or is this an expired demo
version of Word?

The Toolbars value in the Registry doesn't store toolbar
customizations. It stores information such as toolbar protection,
(protection from customizing, moving, enabled/disabled etc), position,
and their on/off status. Primarily the only time you would need to
recreate the Toolbars value is if all of your toolbars and menu bar
disappeared which is an indication of corruption in the Toolbars
value.
I'd say you have an add-in that is intercepting these commands. Try
starting Word using the /a switch and see if the problem continues to
occur. Go to Start/Run and run:
winword /a
Note the space before the forward slash.
If the commands are now enabled then take a look under Tools/Templates
and Add-ins and if there are any global templates or add-ins listed.
If so they are located in one of your Startup folders.
The location of the Word\Startup folder can be found under
Tools/Options/File Locations and the Office\Startup folder can be
found in the Office installation path or you can use Windows Search to
locate the templates.
If you find more than one file in each folder move them one at a time
and try duplicating the error after each file is moved out of the
folder until you determine which one is causing the problem.
As of Word 2000, Word can have COM add-ins. COM are added via the
Registry rather than the Startup folders. To determine whether or not
you are using COM Add-In you can add the "COM Add-in" command to your
toolbar:
- Right-click any toolbar and select Customize
- On the Commands tab, select the Tools category
- Locate COM Add-Ins on the right
- Drag/Drop to a location of your choice

I tried this I'm not showing anything in the add-ins or the startup folder.
When I opened word with the a/ switch the buttons did indeed work. When I go
to File the commands in the drop down are also grayed out, including Exit.

If the commands are available when you start Word with the /a switch
and have ruled out add-ins, (did you also rule out COM add-ins?) then
the customizations could be in your Normal.dot.
Locate Normal.dot and rename it to OldNormal.dot. Word will create a
new one upon starting.
If this resolves the problem, any customizations can be copied to the
new Normal.dot via the Organizer (Tools/Templates and Add-Ins) Once
this is complete OldNormal.dot can be discarded. If the problem still
exists then you can delete the new Normal.dot and rename your
OldNormal.dot to Normal.dot.
