Unable to permanently delete the MS Word custom toolbar

I have a custom toolbar on my MS Word 2003. I delete this toolbar using the
following steps described in
http://office.microsoft.com/en-us/help/HP051929691033.aspx

1. On the Tools menu, click Customize, and then click the Toolbars tab.
2. In the Toolbars box, select the custom toolbar you want to delete.
3. Click Delete.

But when I open MS Word, the toolbar appears again. Please help.

The toolbar is almost certainly stored in the normal template. When on
closing Word (and Outlook) you are prompted to save the normal template then
do so.

I had performed the three steps described below on my word document and had
saved the document. I did not receive a message asking for saving the
template.
Should I perform those three steps on the template? I try to avoid opening
the template.

Certainly you could open the template and perform the steps - though you
will have to add and delete a character from the main text area to enable
Word to see a change in the template. As for the prompt set tools > options
save > prompt to save normal template (and always create backup copy would
be a wise precaution).

I noticed that when I keep deleting my custom toolbar several times by using
the steps described in my first email, it finally deletes it. Could it mean
that multiple copies of this custom toolbar are getting created somewhere? I
see only one copy on my Word application when I starts the Word app.

Did you do what Graham suggested--open the template as a document--before
you deleted the toolbar?
