Word 2003 Forms will not work in Word 2007

We have alot of Word Forms that in 2003 we could edit by adding drop boxes
for different categories, and we could click and choose for each section. But
since upgrading to 2007 we can no longer have the drop boxes function. I have
checked to amke sure there in protection on the forms and all macros are
enabled. Any ideas?

Look in the Legacy tools folder in the Controls section of the Developer tab
of the Ribbon.
