Can I "lock" the head/foot so that items can be moved freely from 1 page to
the other with out loosing unique page breaks? I fill out a report in word
'02 that has a different header/footer for each of the first three pages i.e.
one head/foot on the first, a different one on the second and still a
different one on the third. The 4th and following pages are all the same. I
can create the diff. head/foot for each but when I move items with returns,
deletes etc. from one page to the other (first 3 to 4 pages) the page breaks
are lost and I have to redo the "insert break", "next page" process all over
again - very time consuming when I am on-site at a job.

You can certainly have different headers (and footers). One way is to
insert a section break after each of the first three pages, then View
| Header and Footer, and click the Link to Previous button to unlink
headers and footers. See
http://sbarnhill.mvps.org/WordFAQs/HeaderFooter.htm,
http://word.mvps.org/faqs/formatting/NumberingFrontMatter.htm, and
http://word.mvps.org/faqs/formatting/WorkWithSections.htm.

But this won't actually "lock" anything; in fact, Word adds and
deletes pages based on the *contents* of the document.

Another thing to consider: If you are in fact creating some sort of
form, you can use Word's form protection feature. See
http://word.mvps.org/faqs/tblsfldsfms/LinesInForms.htm, especially the
links to articles by Dian D Chapman.
