Installed internal NEC ND-3550a two years ago. No problem. Tried to swap out
CD-Rom for second NEC-3550a and BIOS will not see either. New drive works.
(Since took out older and replaced with newer.) Now I get F1/F2 pick one
screen at startup.

Cleared NVRAM. Did not help.
I want to run both DVD writers. Can I? Do I need to reinstall XP?

It does not have jumpers.
Thanks for responding to me. The Dell boys were no help.

I have yet to see a 5.25" optical drive that doesn't have jumpers.. check
again.. there is a conflict between the two optical drives..

It may not have the actual jumpers but will have the pins to take one.
If not, ask your local PC place for a couple (your sure to drop one
anyway. We ALL do. :)

It is hardly necessary to reinstall XP. I have a similar configuration to
yours (except I have an NEC DVD-RW and a Plextor DVD+-RW). Everything works
quite well.

I don't remember what the jumper settings are (perhaps Cable Select).

You will see a performance hit if the slow writer is the master.

Assuming that you bought a optical unit with no jumpers...
Change the jumper settings for the other optical drive ;)

Check your jumpers.
