Won't let me log on to my account

my brother send me the computer from florida and he had all setup for me but
when i tried to logged on, I can't. help please
 
Restart the computer and start taping f8 key on the keybord.When you see
startup menu choose safe mode and hit enter.On welcome screen login with
administrator account.It will not ask you for password.Click on
start--control pannel--useraccount--click on create new account and follow
the screen and restart the computer normally.Now on welcome screen you will
see the user account you have created in safe mode.Login in with that account.
