Wont close or send/recieve

Double Trouble

Outlook 2007 will not close. When I use the red X or file exit, it just sits
there. The only way to end the program is to use task manager.

Also wont send/recieve emails.

I have uninstalled/reinstalled it.

No addins, just standard and not syncing with any devices.
