Why has Outlook stopped sending and recieveing emails?

Microsoft Outlook has worked for years. Last week it stopped sending and
recieving emails. I have contacted the service provider to check all settings
- they are fine. They believe it is a problem with the Outlook program
itself. Using Office Small Business 2007. Wonder if I need to uninstall
Outlook, then reinstall or is there another way to solve the problem?

What happens when you try?
Any send/receive errors?
Which mail account type are you using?
Have you verified Outlook is not blocked by your firewall?

Reinstalling Outlook is not going to help you when the it is a configuration
issue.

If you use a virus scanner that integrates itself with Outlook, uninstall
this integration and try again.

And if you use the Test Accounts option what does that report?
Do you have integrated anti virus?
Try running outlook using the safe switch
Run
Outlook.exe /safe
(note space between exe /)
